A CNN reporter asked him about the Johns Hopkins Bloomberg School of Public Health report that puts the civilian death toll in Iraq at 655,000. “I am, you know, amazed that this is a society which so wants to be free that they’re willing to – you know, that there’s a level of violence that they tolerate,” he responded.

This is, to a degree, not terribly surprising. Mr. Bush has a penchant for casually saying the most abominable things imaginable without blinking.

On 10/4, 2001, less than a month after the attacks, Bush said, “We need to counter the shock wave of the evildoer by having individual rate cuts accelerated and by thinking about tax rebates.”

These two statements serve as bookends for the wretched years we have endured. The worst attack in American history is used to pimp a plan for tax cuts, and the unimaginable slaughter of Iraqi civilians is a platform for praising the survivors of the carnage because they are so darned good at tolerating it.

Plans for a global fund to help contain rainforest destruction and
slash carbon emissions will be unveiled next month by the Brazilian
government.
The project, by which rich nations would offer financial incentives to developing countries that combat deforestation, will be announced at a November convention on climate change in Nairobi.
Championed by Marina Silva, Brazil’s environment minister, officials claim the fund would help protect tropical forests while giving a much-needed economic impetus to the developing world.
“It is a win-win situation,” a Brazilian government source told the Guardian, describing the plans as Brazil’s contribution to the global fight against climate change. “The climate wins, the developing countries win and those industrialised countries who will be fulfilling their obligations [to reduce deforestation] win.”
News of Brazil’s proposals followed crossed swords with the British government, after the environment secretary, David Miliband, raised doubts over Brazil’s capacity to protect the rainforest.
In an interview on October 1 Mr Miliband reportedly suggested creating an “international trust” to manage the world’s largest tropical rainforest. The British government denied Mr Miliband’s comments but they caused anger among Brazilians, many of whom are suspicious of foreign intervention in the Amazon.
In a newspaper article entitled “The Amazon is not for sale”, three senior Brazilian ministers this week championed the idea of an international fund and suggested that attempts to “privatise” the rainforest were an attack on the country’s sovereignty. They added that “well-intentioned” outsiders were “ignorant of the reality of the Amazon rainforest” and should stick to trying to influence their own governments.
At least two foreign businessmen – Johan Eliasch, a Swedish sportswear tycoon, and Chinese timber magnate Lu Wei-Guang – have purchased large tracts of the Amazon in recent years, professing the desire to help cut deforestation and implement sustainable development.
Authorities in Brazil, however, insist they are tackling the problem, pointing to a 32% cut in deforestation last year and predicting a further 11% drop next year.
“We are taking care of Amazonia in accordance with development models based on the principles of sustainability,” the ministers wrote. “[It] is the patrimony of the Brazilian people and is not for sale.”
Brazil is often at the sharp end of criticism from environmentalists, who point to the destruction of over 132,000 sq km of rainforest since 2000 – razed by cattle farmers, illegal loggers and soya planters.
Yet officials say developed nations are in fact responsible for the bulk of greenhouse emissions through their dependency on fossil fuels such as oil and coal.
Mauro Armelin, political coordinator of WWF Brazil, welcomed the idea of a fund but warned that the contradiction between agricultural progress and sustainability was still far from being resolved.
“A clean toilet is not the one you most clean, it is the one you dirty least,” he said.

On October 23, 1956, a Budapest student rally in support of Polish efforts to win autonomy from the Soviet Union sparked mass demonstrations. The police attacked, and the demonstrators fought back, tearing down symbols of Soviet domination and HWP rule, sacking the party newspaper’s offices and shouting in favor of free elections, national independence, and the return of Imre Nagy to power. Erno Gero (Soviet Party leader in Hungary) called out the army, but many soldiers handed their weapons to the demonstrators and joined the uprising . Soviet officials in Budapest summoned Nagy to speak to the crowd, but the violence continued. At Gero’s request, Soviet troops entered Budapest on October 24. The presence of these troops further enraged the Hungarians, who battled the troops and state security police. Crowds emptied the prisons, freed Cardinal Mindszenty, sacked police stations, and summarily hanged some member of the secret police.
In other news from Washington, a federal judge has ordered the Bush administration to release records on who has visited Vice President Dick Cheney. The Washington Post took the request to court after being denied by the Secret Service earlier this year. The Bush administration has argued releasing the records would compromise Cheney’s ability to do his job. The court ruling comes one month after a similar lawsuit led to the release of records showing two key figures in the Jack Abramoff lobbying scandal held more than one hundred meetings inside the Bush White House.

Ozone Hole Over Antarctica Reaches Record Size
In environmental news, the US space agency – NASA – says it’s recorded the largest hole in the ozone over Antarctica on record. Government scientists say the size of the hole now exceeds the size of North America. The development comes as the UN top’s environmental official has issued a new plea for increased efforts to curb global warming. The official, Executive Director of the UN Environment Program Achim Steiner, spoke Thursday in Beijing.
Achim Steiner: “If the global warming trends continue at the moment – and the model suggests they are, and in fact may be doing so more rapidly – they have significant impacts on where people can live, and where people can grow food, and where people will have to leave because they can no longer live there – coastal areas. We will have disease spreading, we will have implications in terms of global trade, perhaps, nations that don’t play their part in terms of climate regime, how do they work with nations that are investing in setting their CO2 emissions. So, the potential for conflict to arise from the consequences of global warming are major trends that we now see.”

A new poll commissioned by the Council for the National Interest Foundation shows that a significant number of Americans are wary of the power of the Israel lobby, and believe it is behind the invasion of Iraq and the current belligerent tone of the White House and Congress toward Iran.
The poll, which was carried out by Zogby International, reveals that 39% of the American public “agree” or “somewhat agree” that “the work of the Israel lobby on Congress and the Bush administration has been a key factor for going to war in Iraq and now confronting Iran.” However, a similar number, 40%, “strongly disagreed” or “somewhat disagreed” with this position. Some 20% of the public, or more than one in five, were not sure.
The poll suggests that the espionage charges against two employees of the American Israel Public Affairs Committee (AIPAC) and the publicity given to a new study of the power of the Israel lobby by two mainstream academic professors has had an affect on people’s awareness of the lobby.
The academic study, done by Professor John Mearsheimer of the University of Chicago and Professor Stephen Walt of Harvard University, was published in the London Review of Books in March 2006, and was the subject of a recent debate at Peter Cooper Union that included Professor Mearsheimer, Prof. Rashid Khalidi (Columbia University), and Prof. Tony Judt (New York University) and three influential pro-Zionists, Martin Indyk, Dennis Ross, and Shlomo Ben-Ami.
The poll’s details show that 46% of Democrats tended to believe that the lobby was influential in the decision to go to war in Iraq while 45% of Republicans tended to believe it was not.
Along religious lines, while Protestants tended to be evenly divided on the role of the Israel Lobby in the Iraq invasion, 49% of Catholics tended to see the lobby’s hand in the invasion, while 77% of Jewish Americans overwhelming disagreed with the premise. Among ethnic groups, Hispanics (53%) believed that the lobby’s role was influential.
Among age groups, 50% of those between the ages of 18 and 29 agreed that the Israel lobby had a hand in forming the current pro-war policy. As one might expect, those who call themselves progressive (49%) or liberal (52%) also agreed in the role of the lobby, while “moderates” (42%) and “very conservative” (44%) people disagreed with the idea, as did a significant percentage of college graduates (44%).
Eugene Bird, president of CNI Foundation, commented about the poll, “It demonstrates the need for widening the circulation of information about the role of the Neocons and the pro-Israel lobby in the corridors of power during the lead-up to the invasion of Iraq in 2003.”

Israeli politics swirls with intrigue
SINCE the ill-fated war against Hizbullah in Lebanon, Israeli politics has been in turmoil. A poll last week in the Yediot Achronot newspaper found that in an election now, the centre-right Likud and the nationalist, Russian-speakers’ party, Yisrael Beiteinu, would get 22 and 20 seats in parliament, roughly double what they have now, while Kadima and Labour, the main parties in the governing coalition, would drop to just 15 seats each.

The Palmer Raids were a series of controversial raids by the U.S. Justice and Immigration Departments from 1918 to 1921 on the radical left in the United States. The raids are named for Alexander Mitchell Palmer, United States Attorney General under Woodrow Wilson.
The crackdown on radical left-wing political groups had actually begun during World War I. After a series of bomb attacks of court buildings, police stations, churches and homes tied to violent Italian anarchist groups, the Department of Justice and its small Bureau of Investigation (BOI) (predecessor to the FBI) had begun to track their activities with the approval of President Woodrow Wilson. In 1915, Wilson himself warned of hyphenated Americans who have poured the poison of disloyalty into the very arteries of our national life..Such creatures of passion, disloyalty and anarchy must be crushed out. Handicapped by the secrecy of these groups and limited Federal law enforcement capabilities, the Bureau of Investigation significantly increased its workload on anarchist movements after 1917 when the Galleanists (followers of Luigi Galleani) and other radical groups commenced a new series of bomb attacks that reverberated through several major American cities. The Russian Revolution of 1917 was also a background factor: many anarchists believed that the worker’s revolution there would quickly spread across Europe and the United States.

Among other things, the directive envisioned an expanded covert action program against Al Qaeda” (Christian Science Monitor, April 1, 2004).
But by then, it was too little, too late.

3. Pre-9/11 Dire Warnings With Little Response
The Bush administration’s focus in the months leading up to 9/11 was
upon funding and creating a missile-defense system, on Iraq and its
imagined “weapons of mass destruction,” and the WMDs of other “rogue
nations.” This course of action was taken despite the fact that a
proliferation of U.S. intelligence reports increasingly warned of
something totally different: an attack on the U.S. from cell-based
terrorist groups.
On December 20, 2000, Richard Clarke, Bush’s antiterrorism advisor, along with representatives of the FBI, the CIA, and the Clinton State Department, met with Colin Powell to brief him on antiterrorism. Yet, at his confirmation hearings on January 17, 2001, Powell raised around 20 issues during his testimony, and none of them were on antiterrorism or al-Qaida (Associated Press, March 3, 2004).
Clarke later said, “Prior to September 11th, a lot of people who were working full time on terrorism thought it was no more than a nuisance. They didn’t understand that Al Qaeda was enormously powerful and insidious and that it was not going to stop until it really hurt us. John [O’Neill] and some other senior officials knew that. Clarke could have considered a corollary reading of the Bush administration’s inaction: as has been too often the case in these 6 long years, if a program does not fit into the conservative/neocon agenda begun in the Reagan years and expanded since by the same group of men and women and their heirs, it is shunted off to the side and generally ignored. “The central notion that Mr. Bush did not make terrorism as high a priority as hindshight shows it should have been is one that he himself has admitted. Mr. Bush said as much in an interview with Washington Post reporter Bob Woodward for his book on the response to September 11” (Christian Science Monitor, april 1, 2004).
In the summer of 2001, intelligence warnings escalated and were, according to CIA director George Tenet, repeatedly communicated to top officials in the Bush White House. New York Times writers David Johnston and Adam Nagourney note:
“Tenet, who briefed Bush on threats almost daily, ‘was around town literally pounding on desks, saying that something is happening, this is an unprecedented level of threat information,’ said Richard Armitage, the deputy secretary of state, who was quoted in a congressional report last year. But even as the warning spiked in June and July that year, there appreared to e little sense of alarm at the White House, officials of the Central Intelligence agency told the commission” (New York Times, March 28, 2004).(more)

Once President Bush signed the new law on military tribunals, administration officials and Republican leaders in Congress wasted no time giving Americans a taste of the new order created by this unconstitutional act.
Within hours, Justice Department lawyers notified the federal courts that they no longer had the authority to hear pending lawsuits filed by attorneys on behalf of inmates of the penal camp at Guantánamo Bay. They cited passages in the bill that suspend the fundamental principle of habeas corpus, making Mr. Bush the first president since the Civil War to take that undemocratic step.
Not satisfied with having won the vote, Dennis Hastert, the speaker of the House, quickly issued a statement accusing Democrats who opposed the Military Commissions Act of 2006 of putting “their liberal agenda ahead of the security of America.” He said the Democrats “would gingerly pamper the terrorists who plan to destroy innocent Americans’ lives” and create “new rights for terrorists.”
This nonsense is part of the Republicans’ scare-America-first strategy for the elections. No Democrat advocated pampering terrorists — gingerly or otherwise — or giving them new rights. Democratic amendments to the bill sought to protect everyone’s right to a fair trial while providing a legal way to convict terrorists.
Americans will hear more of this ahead of the election. They also will hear Mr. Bush say that he finally has the power to bring to justice a handful of men behind the 9/11 attacks. The truth is that Mr. Bush could have done that long ago, but chose to detain them illegally at hidden C.I.A. camps to extract information. He sent them to Guantánamo only to stampede Congress into passing the new law.
The 60 or so men at Guantánamo who are now facing tribunals — out of about 450 inmates — also could have been tried years ago if Mr. Bush had not rebuffed efforts by Congress to create suitable courts. He imposed a system of kangaroo courts that was more about expanding his power than about combating terrorism.
While the Republicans pretend that this bill will make America safer, let’s be clear about its real dangers. It sets up a separate system of justice for any foreigner whom Mr. Bush chooses to designate as an “illegal enemy combatant.” It raises insurmountable obstacles for prisoners to challenge their detentions. It does not require the government to release prisoners who are not being charged, or a prisoner who is exonerated by the tribunals.
The law does not apply to American citizens, but it
does apply
to other legal United States residents. And it chips away at the
foundations of the judicial system in ways that all Americans should
find threatening. It further damages the nation’s reputation and, by
repudiating key protections of the Geneva Conventions, it needlessly
increases the danger to any American soldier captured in battle.

Staughton Lynd inherited not only his father’s gifts as a scholar, but also his strong socialistic beliefs. Although Lynd never embraced undemocratic forms of socialism, his ideological outlook led to his expulsion from a non-combatant position in the U.S. military during the purges of the McCarthy Era.

Democratic candidates for Congress have opened up a significant lead over Republican candidates on Gallup’s national generic ballot among registered voters. Republicans have typically enjoyed a turnout advantage on Election Day, particularly in lower turnout midterm elections. But the latest Oct. 6-8 USA Today/Gallup poll suggests that this advantage, at least for the moment, has dissipated. The Democrats maintain a virtually identical margin among both registered and likely voters. Democrats are more enthusiastic about voting this year than are Republicans.
The Democratic registered voter lead is now larger than any Gallup Poll estimate in a midterm election year since 1978. It is possible that some other major event could move things back the other way over the next four weeks, just as the Republicans have been rocked by the events associated with the Mark Foley scandal. Barring such a major shift in the political climate, however, an analysis of the current poll numbers in the context of pre-election polling in previous midterm elections suggests a high probability that the Democrats will win the national popular House vote. The probability has increased that the Democrats will win the 15 seats necessary to take control of the House of Representatives on Nov. 7.
There have been indicators throughout this year that have augured for a strong Democratic midterm election performance. Key Gallup indicators that assess the general social and political mood of Americans remain in negative territory for Republicans. Presidential job approval is at 37%, a level not seen in a midterm election since Harry Truman’s presidency, and one that would predict a significant loss of seats by the president’s party. Approval of the job Congress is doing is at 24%, near historical lows. Two-thirds of Americans are dissatisfied with the way things are going in the United States. These indicators are close to their 1994 and 1982 levels, both years in which the president’s party lost significantly in the midterm House elections. Support for re-electing incumbent members of Congress (both on a national level and in voters’ own districts) is similar to what it was in 1994, when Republicans won a landslide election and took control of the House.
